Electronic Confirmation of Enrolment - Requirement for Grant of a Student Visa
The Electronic Confirmation of Enrolment (ECOE) system was introduced in July 2000 in order to overcome the limitations of the old paper-based system.
DIMA is ending the transitional arrangement operating from July 2000, where either an ECOE or an old-style paper Confirmation of Enrolment has been accepted as evidence of enrolment.
From 2 January 2001, DIMA requires applicants for a visa to study in Australia to produce evidence of an ECOE to the DIMA office or overseas post processing the visa application.
From 2 January 2001, DIMA will not accept an old-style paper Confirmation of Enrolment as evidence of enrolment in an approved course of study. An old-style paper-based Confirmation of Enrolment will only be accepted as evidence of enrolment if issued prior to 2 January 2001, for a course commencing prior to June 2001 and if presented to DIMA in connection with a visa application before the end of February 2001.
However, documentary requirements for AusAID and secondary exchange students will not change. These students are not required to produce a Confirmation of Enrolment for the grant of a student visa.
Non-gazetted country applicants applying offshore are generally* required to have their genuineness assessed on the basis of a letter of offer. This is commonly known as the pre-visa assessment (PVA) process. An ECOE should not be lodged with such initial student visa applications. In these circumstances applicants and providers should wait for advice on the outcome of the PVA process by the visa office before sending an ECOE.
* Some posts have special processing arrangements with providers and PVA does not operate.
Providers should note that a hard copy of the ECOE must be provided to the applicant/agent in order for the ECOE to be found in the immigration system and the visa to be granted. The hard copy can be mailed or faxed to the applicant/agent for direct lodgement with the student visa application (for gazetted country applicants).
As noted above, for non-gazetted country applicants, the ECOE and hard copy should only be sent after genuineness has been approved through the PVA process. In this case, the applicant/agent needs to quote the file number that is provided with the genuineness assessment letter from the post, when forwarding the hard copy of the ECOE to the visa office.

自1999年7月1日起，技术移民的政策已经发生了改变，总的来说是向着有利于留学生的方向变化。
一、在澳获得学位者若在完成学位学习的半年之内提出移民申请，则可以免去对申请人工作经验的要求。例如：您在澳大利亚取得了研究生文凭，假设您完成研究生学习的时间是2002年12月1日，那么只要您在2003年6月1日之前提出技术移民申请，您就不需要具有任何工作经验。
二、如果申请人在澳洲的亲属作担保，则可以获得15分的加分。这对于那些在澳有亲属的申请人显然十分有利，因为通过分数线是一样的，但亲属担保的申请人却轻而易举比独立移民多出15分来。在打分移民中，每一分都是关键，这15分可以说是很大的优势了。
三、在澳获得学位的申请人可以获得5分加分，获得博士学位的申请人可以获得10分加分。
四、若申请人会将任何一种民族社区的语言，便可获得5分的加分。
五、若申请人在澳完成学业并取得学位，则有可能免去英语考试的要求。
综上所述，如果您是以学生身份来澳，目前已经完成了学位的学习，那么，您应该抓紧时间办理技术移民手续。因为免去工作经验的优惠待遇仅仅限于完成学业后的半年之内。要达到事半功倍的效果，必须在及时作出正确的决定。

自费出国留学换取外汇
1、自费出境留学的供汇对象为攻读大学本科以上学位的人员，可申请第一年的学费和生活费。

3、一次性汇出等值1万美元（含1万美元）以上的，由所在地外汇局报总局审核，银行凭所在地外汇局的核准件办理汇出手续。
办理居民个人携带外汇进出境
1、居民个人携带折合2000美元以上现钞进境，应向海关申报。
2、无本次入境申报数额记录的居民个人携带外币现钞、外币支付凭证出境，按以下金额查验放行：
（1）携带金额折合2000美元以内（含2000美元），不需申领“携带外汇进出境许可证”（以下简称“携带证”），海关准予放行；
（2）携带2000美元至4000美元（含4000美元），银行凭携带人护照、有效签证等材料签发“携带证”，并在“携带证”上加盖银行印章，海关凭加盖银行印章的“携带证”查验放行；
（3）携带4000美元以上，携带人凭护照、签证等有关材料先向银行申领“携带证”，然后凭加盖银行印章的“携带证”及有关材料到该银行所在地外汇局申领核准。外汇局对携出外汇来源及用途进行真实性审核，审核无误后，在银行签发的“携带证”上加盖外汇局核准章。海关凭加盖银行印章和外汇局核准章的“携带证”查验放行；

签证所需文件中，最重要的就是经济担保方面的文件。简单的说，学生首先必备的一个条件是，必须要有足够的经济担保(主要指存款)支付学生完成所有课程的费用(包括学费、生活费、来回机票及零花钱等)。除此之外，还需提供相应的文件，证明这笔存款是担保人的。有的人可能问“银行出具的存款证明在我的名下，不就可以证明这笔存款是我的了吗？”。其实没有这么简单。存款证明，只能证明在某段时间内，某人名下有这么多的存款。而签证官所要你证明的是，在你名下的这笔存款，全部是你自己积攒的存款，而不是靠亲戚给予或朋友赞助的。这就需要出示你的各项收入的来源证明来证明这一点。同时也可以提供(除存款以外的)其它固定资产，以证明自己的经济实力。除了经济担保的文件做得充分之外，其它的必备文件同样也很重要。在你所有的文件当中，你必须得体现出最重要的一点--“你是一名真正去读书的学生”。它的含义包括：你现在的状况，有出国留学的需要；你有能力(包括语言、经济等各方面的能力)出国留学，不是以留学为借口而去国外打工；你读完书后一定回国，不会留在澳洲。
