“三井住友银行全球基金会奖学金项目”由日本三井住友银行全球基金会(SMBC Global Foundation)出资在中国大陆地区设立。该项目开始于1995年，三井住友银行全球基金会为中国大陆9所院校的在校本科生提供资助，资助额度为200美元/人。
2004年，该项目有所调整。三井住友银行全球基金会委托美国国际教育协会（IIE）在全球范围内开展该项目，后者委托国家留学基金管理委员会在中国大陆地区实施该项目。新的“三井住友银行全球基金会奖学金项目”在原有项目的基础上做了部分调整，资助额度上升为500美元/人，主要用于支付获奖人的学费/住宿费/书本费/与学习有关的其他费用。申请条件、各校获奖人数及校内负责部门如下：

2004年该奖学金项目申请要求如下：
一、申请人须如实填写“三井住友银行全球基金会奖学金申请表”（SMBC GLOBAL FOUNDATION SCHOLARSHIP APPLICATION FORM），并提供申请表中要求的其他材料，如资金需求陈述（An explanation of your financial need）、大学成绩单（到目前为止）、300字以内的一篇英文短文陈述申请人的业余爱好、300字以内的一篇英文短文陈述申请人选择所学专业的理由等；（详见申请表）
二、申请截止日期为2004年11月1日，请申请人务必在此之前将申请材料递交到学校负责部门；
