　　英国学生签证最新信息 - 2011年7月更新
　　Following the changes introduced on 21 April, today details of the next set of changes have been published. These revised rules will come into effect on 4 July 2011.
　　继4月12日出台的新政策，今天下一阶段的变化也已经公布。这些改变将于2011年7月4日生效。
　　The changes being made today include:

　　restricting work entitlements to those studying at Higher Educational Institutions (HEI) and publicly funded Further Education colleges only;只有高等教育院校(HEI)和公立延续教育学院的学生享有课余工作的权利；
　　restricting the sponsorship of dependants to those studying at post-graduate level at an HEI and then on a course lasting for 12 months or longer, and Government sponsored students on courses lasting 6 months or longer;只有在高等教育院校(HEI)学习且时间超过12个月（包含12个月）的研究生，以及政府资助且时间超过6个月（包含6个月）的学生可以带家属陪读；
　　requiring institutions to vouch that a student’s new course represents genuine academic progression;担保院校需要保证学生将升读代表真正学术进展的新课程；
　　ensuring that maintenance funds are genuinely available to the applicant, by introducing a declaration on the visa application form;申请者必须真正拥有赴英留学所需的资金，并在签证申请表上签署声明；
　　the commitment to publish a list of financial institutions that we consider, on the basis of experience, do not verify financial statements to our satisfaction in more than 50% of a sample of cases;超过50%的资金证明抽样检查不满足要求的金融机构名单将被列出；
　　introducing a streamlined application process for low risk nationals applying to attend a course at a highly trusted sponsor;我们将启动一套针对低风险国家的申请“高度信任担保机构”课程的学生的快速签证措施；
　　extending the list of courses for which students must receive Academic Technology Approval Scheme (ATAS) clearance;需要“特别专业许可证（ATAS）”的课程名单将有所增加；
　　restricting the ability to deliver accountancy courses accredited by the Association of Chartered Certified Accountants (ACCA) to those sponsors accorded platinum or gold status by ACCA;只有特许公认会计师公会（ACCA）的“白金级或黄金级的认可学习伙伴”才能提供相关的ACCA认可的会计课程；
　　clarifying the position of overseas universities with campuses in the UK.在英国设立校园的海外大学的定位将被进一步说明。
　　We recognise the important contribution that international students make to our economy and cultural life and to making our education system one of the best in the world. The UK Government’s aim is not to stop genuine students coming here – it is to eliminate abuse and focus on the high quality, high value sectors.

　　Equally we want only the highest quality international students to come to Britain. We want genuine students to study at genuine institutions, whose primary purpose is providing a first-class education. We want students to study for qualifications that will help them in their home countries, not as a route to live and work in the UK.
　　同样我们也希望优秀的学生来英国留学，希望真正的学生在真正的院校学习。我们希望学生在英国所获得的学历和知识技能可以帮助他们在自己的国家发展，而非在英国工作或居留。
　　The changes being introduced on 4 July are part of a suite of changes. I will write to you again with details of any further modifications that affect Tier 4 as I remain very keen we work with you on their implementation.
