今年11月1日，加拿大部长Jason Kenny 宣布2011年新的移民政策-即2011年加拿大计划吸纳24万-26.5万新移民，其中60%来自于技术移民（留学生将会视为主体）。并且由于加拿大持续的低生产率、老龄化人口，在未来5年内，加国的劳动力人口也将主要由本土居民转向移民人士构成。除此之外，除了安大略省，哥伦比亚省，魁省提出移民计划外，其他省份也开始重视移民人口所带来的经济效益和其他，2010年25%的移民到了其它省份，较97年的11%提高了14%，这也充分说明了加拿大其它省份也开始重视人才。再加上今年加国推出的"SPP"计划, 更多的吸纳了留学生群体，也说明加国移民正变的越来越容易。以曼省为例，学生只要学习两年，取得毕业文凭之后，无需工作经验，即可申请移民。
曾经就加国移民政策，我和同事开过玩笑。加国是最聪明的国家。从技术移民政策来看，吸纳的是有4年以上工作经验，学历至少本科以上的有一定经济基础、一定学历和语言的中高级人才，去加国可以立即创造经济效益。
从投资移民来看，不仅吸纳的是有钱的人而且还是靠自己能力赚钱，有着丰富经营、敏锐的投资意识、能创造大量工作机会的投资者。
除此之外，还对所有移民者的身体状况，刑事状况予以检查。这也更证明了加国虽吸纳大量移民，但仍是世界上最稳定国家的原因——在吸纳移民上是真正的百里挑一。挑选的都是各地的精英，这也正是加拿大政府聪明之处。
